As more states look to pass Tobacco 21 to comply with the federal legislation, tobacco control advocates should remain vigilant of Big Tobacco lobbying to include preemptive language in state MLSA legislation, as tobacco companies have a history of throwing their support behind laws that sound good on the surface, but in reality are weak, unenforceable and/or preemptive
